<p>Immigrations has been a hot topic in the US for a number of years. The general debate on whether or not the US government should allow more foreigners into the country is one that is not an easy decision to make. However, there are positives and negatives to this. For example, it can help grow the economy by showing support to countries that are currently in war or have a large number of refugees <a target="_blank" href="http://noir.bloomberg.com/apps/news?pid=newsarchive&#38;sid=aWn5ajkFpO.Y">isolated</a>. </p>
<p>President Obama has said that comprehensive changes to US immigration laws are a &#34;moral imperative&#34;, and that immigration reform can also improve the US economy and national security. As America was built as a nation of immigrants, it seems hypocritical to turn away from open immigration policies <a target="_blank" href="http://travel.state.gov/visa/immigrants/immigrants_1340.html">today</a>. </p>
<p>Obama said that the US needs to bring illegal immigrants out of the underground economy while it also bolsters border security. The president will continue his campaign for immigration reform with interviews at the White House with three Spanish-language TV stations. Senate Democrats are renewing their push for <a target="_blank" href="http://en.wikipedia.org/wiki/Immigration_to_the_United_States">legislation</a> allowing some younger illegal aliens to gain legal status, in an appeal to the large Latino voting block. Republicans in both houses of Congress oppose this immigration measure, and blocked the so-called &#34;Dream Act&#34; in the Senate last year.</p>

The changes are in keeping with Chapter Three of the Revised Treaty of Chaguaramas, which establishes Caricom and the Caricom Single Market and Economy. </p>
<p>Some categories of workers who will be exempted from work permits include self-employed persons, nurses, teachers, those who hold associates degrees, artisans with vocational qualifications and household domestics. The bill was also amended to limit the exemptions to those who are seeking long term work in Jamaica rather than temporary assignments or business. There will also be an increase in fines and penalties for breaches of the work permit requirements. For example, the current fine to an employer for hiring a foreign national without a work permit is $200, but this will be increased to $500,000 under the new law.</p>

The official norms say that a passport applied through regular process should be delivered within 30 working days. This scheme has failed as the passport applicants regret that their wait for the passport has become longer.</p>

<p>A major programming error at the US State Department resulted in all 22,000 winners of this year&#39;s green card lottery being nullified. The department apologized for the massive <a target="_blank" href="http://www.digitaltrends.com/computing/computer-error-voids-all-us-green-card-lottery-results/">blunder</a>, which was discovered after the names of this year&#39;s Diversity Lottery winners had already been posted to the State Department website. </p>
<p>The results were voided because they &#34;did not represent a fair, random selection of entrants, as required by US law.&#34; Between 12 to 15 million people from around the world apply for a green card each year, and of those 50,000 to 55,000 receive green card visas. The programming error caused more than 90% of the selectees to come from the first two days of the registration period. The department has fixed the glitch and will redo the lottery drawing later this year with the help of a new random selection algorithm. </p>

The speedy facilitation, processing and issuance of work permits and visas are the result of automating the entire process, with the goal of encouraging more foreign investors to locate in the <a target="_blank" href="http://www.sunstar.com.ph/pampanga/local-news/2011/03/18/work-permit-visa-released-hours-subic-145471">Freeport</a>. </p>
<p>The One-Stop-Shop in the SBF is staffed by a composite team form Subic Bay Metropolitan Authority, the Bureau of Immigration and the Department of Labor and Employment. The Philippine government says that the ultimate goal of making the zones more business friendly and attracting foreign investment is to speed up the transfer to modern technology to local workers, and to establish a world class logistics hub in the area. </p>

<p>New work permit will not be issued to workers who have labor cards until they leave <a target="_blank" href="http://www.emirates247.com/news/emirates/worker-on-mission-card-must-exit-for-work-permit-2011-03-15-1.368362">UAE</a>. This is according to the Ministry of Labor of UAE. </p>
<p>It has been reported that the issuance of a new labor card depends on the coming up of a date of departure of the worker on the electronic monitoring system of the Ministry of Labor. The mission labor card has up to three months validity. </p>

<p>New work permit will not be issued to workers who have labor cards until they leave <a target="_blank" href="http://www.emirates247.com/news/emirates/worker-on-mission-card-must-exit-for-work-permit-2011-03-15-1.368362">UAE</a>. This is according to the Ministry of Labor of UAE. </p>
<p>It has been reported that the issuance of a new labor card depends on the coming up of a date of departure of the worker on the electronic monitoring system of the Ministry of Labor. The mission labor card has up to three months validity. </p>

<p>The new Egyptian Labor Minister El-Borai has announced that he will stop issuing work permits to foreigners amid popular resentment of employers who take advantage of cheap foreign labor. He announced yesterday that he believed it was better for Egypt if locals have work in their own country, although he added that the government may still grant work permits to highly skilled foreigners who have rare skills. </p>
<p>The government will meet with businessmen to discuss ways of reducing the proportion of foreign workers in Egypt. Labor unions have applauded the decision, even though El-Borai is not seen as a big union <a target="_blank" href="http://english.ahram.org.eg/~/NewsContent/3/12/7539/Business/Economy/Egypts-labour-minister-to-stop-issuing-w">supporter</a>. The unions argue that the decision will save job opportunities for Egyptians, boost wages and prevent employers from taking advantage of foreigners by not paying social insurance or following labor laws for these employees. </p>
